Mahmoud Al Khoshman is a Project Development & Financing Expert with a focus on PPP projects, energy, basic industries, and infrastructure projects. He held professional and executive positions with several international financial institutions (Standard Chartered Bank – Jordan, Islamic Development Bank – KSA, and ICD – KSA) and multinational corporations (ABB Group – Switzerland, Dar Al Handasah (Shair & Partners) – Egypt, Kharafi Group – Kuwait, and Drake & Scull Int’l – UAE). He also held executive positions with LEVANT CAPITAL, a PE Fund in Dubai, UAE, and a career starter position with UN-ESCWA. He covered with his work more than 40 countries in the Middle East, Africa, West & Central Asia regions.
Since joining the Government of Jordan on 15 September 2019, Mr. Al Khoshman has led the process of drafting, discussion, approval, and enactment of Jordan’s “New PPP Projects Law” and 8 bylaws constituting a complete regulatory package that will enable Jordan to prepare and bid over 50 PPP projects to the private sector during 2020 and 2025.
Mr. Al Khoshman holds a B.Sc. degree in Chemical Engineering (1990) from the University of Jordan, an M.Sc. degree in Sustainable Planning & Environmental Control Systems (1994) from the University of Manchester, UK, a Professional Training Diploma in Project & Development Finance (1999) from Harvard Institute for International Development (HIID) jointly with the World Bank Institute, USA, and a Professional Training Diploma in Banking and Finance (1999) from EUROMONEY Institute, UK.
Mr. Al Khoshman is a Jordanian National and has been working in the International Arena since 1991.
